Large-Scale Transmission Development: Lessons from Europe
Europe builds interregional transmission with coordination and oversight from the European Network of Transmission System Operators for Electricity (ENTSO-E) and the Agency for the Cooperation of Energy Regulators (ACER). Armed with modeling results from ENTSO-E and funded through congestion revenue or funding for “projects of common interest,” neighboring countries can surmount cost allocation and siting challenges that block many U.S. projects.
